Prior to founding Group360, Brown served as COO at a local District of Columbia public affairs and advocacy firm, the Carmen Group.
 
Before that, Brown was Deputy Chief of Staff and Legal Counsel to Mayor Anthony A. Williams. In that capacity, he was responsible for managing a budget of over $4 million and several operating units within the District government, including responsibility for handling the Mayor’s affairs with Congress and the Council. Additionally, Mr. Brown was charged with negotiating a new labor agreement with city employees, developing and implementing the Mayor’s Fiscal Year 2001 budget request for the District of Columbia, providing support on a number of local initiatives, including funding for the UDC endowment and funding for the Southeast Tennis and Learning Center, and providing legal counsel to the Mayor. Finally, Mr. Brown coordinated the Mayor’s Internet Task Force, which was responsible for developing and implementing the successful e-government strategy for the District of Columbia and was the principal staff to the Mayor as he carried out his duties as Chair of the U.S. Conference of Mayor’s Internet Task Force.

Prior to working for the Mayor of the District, Brown served as General Counsel to the Chief Financial Officer, Anthony A. Williams. In his capacity as General Counsel, Brown provided legal advice to the CFO and department heads on a wide variety of matters including employment issues, labor disputes, debt issuance, contracts, tax and statutory interpretation. Brown was the lead counsel for the independent CFO on the District’s first debt issuance after previously nearly defaulting on its debt. In this capacity, Brown selected and negotiated with underwriters, bond counsel, and due diligence counsel. He managed a staff of ten and managed relations with the Congress, the White House, the Financial Authority, and the D.C. Council on behalf of the CFO.

In 1995, Brown founded and was the Chief Executive Officer of digital forum.net, an Internet Service Provider and web design firm, focusing on emerging business-to-business opportunities. He secured start-up capital and was responsible for executing all phases of the business plan, including sales, marketing and developing strategic business relationships.

From 1993-1995, Brown served as a Clinton Administration appointee at the U.S. General Services Administration. In that capacity, Brown worked with the White House on a variety of regulatory matters and provided advice and counsel to the Administrator. He also served in the Office of the Federal Telecommunications Service, where he provided counsel to the Administrator on emerging strategic telecommunications issues.

Following graduation from law school, Brown served as legislative counsel to Sen. John Glenn on issues including appointments to the federal judiciary, tax, trade, technology, foreign affairs and economic development.

He is a member of the bar in the District of Columbia and Ohio. He currently serves on the Boards of the Washington Project for the Arts and the Downtown Neighborhood Association.

Brown received his B.A. from The George Washington University (1988) and a J.D. from the Cleveland-Marshall College of Law (1991). He lives in Chinatown D.C. with his wife, Katharine, and sons Alexander (11) and Mason (9)
